OF THE POLICY PLANNING GROUP OF DOAC / MOA DT. 16.10.1998
ACTIVITIES
WHICH THE (CENTRAL) SFAC WOULD LIKE THE STATE SFAC TO TAKE UP FOR
IMPLEMENTATION AT THE STATE / DISTRICT / TALUKA LEVEL

Set up State Level SFACs as Societies chaired by the Agriculture Production
Commissioner (APC) of the state, or the Chief Secretary himself.

To take up the implementation of the (thirteen) District Level Projects,
already prepared in 1994 to 1996, through M.S. Swaminathan Research
Foundation (and its Sub Consultants) under the UNDP Project.

To become the channelizing agency for subsidies / grants from GOI / (Central)
SFAC / State Govt. concerned for individual agri-business projects.

Address the lack of market data and technical information through the
establishment of Agri- Business Information Centres at the State Level,
accessible from the Districts through NICNET, to maintain a real-time
on-line system for providing data / information pertaining to the
agricultural commodities worldwide, and coordinate other value added
information on crops, climatic patterns, market opportunities, price
movement etc., both within the county (in different States / principal
markets / "Mandies") and in international markets. These Centres
can also produce periodical reports such as Overseas Markets’ Price
Report, Importer and Supplier Directories, Market/Product Service of current
or potential Agricultural and Horticultural exports, Foreign Trade Data,
Crop Productivity and Production data / estimates, extracts of relevant
articles from Industry and Technical journals and Import / Export
regulations etc.

Promote District Level and remote Taluka level Consortia / Societies /
Cooperative Societies / Companies / AOP / BIOs / Firms / Individuals for
taking up Agri-Business Projects, by providing and channelizing seed money.

Act as conduit for transfer of Technology from CSIR / ICAR Laboratories to
groups of Small and Marginal Farmers’ for better harvesting, preservation,
transportation, processing and/or marketing of the State’s agriculture
produce.

Conduct at regular intervals State Level and District Level Seminars and
Workshops for strengthening research to field level linkages, involving
Agricultural Universities, Agro-industries, Extension Departments and
Agencies, Panchayati Raj Institutions, Cooperatives, other societies,
Non-Governmental Organisation (NGOs), Self Help Groups (SHGs), Krishak
Mandals /Mahila Mandals and any other State Level Agencies working in the
area of promotion and transfer of technology and other (escort) services
etc.

Assist (Central) SFAC in its VENTURE CAPITAL FUND activities for the Agri-Business
Sector.

Manage at the State level the AGRICULTURAL INFRASTRUCTURE INITIATIVE FUND
and to promote private initiative in Agricultural infrastructure development
through -

Identification,
prioritization and preparation of infrastructure projects.

Channelizing
national and international expertise into such project definition and
configuration.

Analyse
best practice and models followed, both in India and abroad for adoption
in such projects.

Visualize
impediments possible for such private sector projects and to assist
entrepreneurs in transparent manner through single window approach.

Advice
the State Government and activity coordinate with the concerned State
Govt. Departments for formulating suitable policies and regulations for
such private sector projects.
